New Regulations on Tobacco Products and E-cigarettes in Kyrgyzstan

The Cabinet of Ministers of Kyrgyzstan has approved minimum prices for tobacco products and e-cigarettes. The corresponding resolution was signed by the government.

It is noted that this is being done to improve public health and replenish the state budget.

Starting January 1, 2025, the minimum prices will be:

A pack of cigarettes (20 pieces) — 110 soms;

A pack of sticks (IQOS) — 110 soms;

Disposable electronic cigarettes (per piece) — from 350 soms;

Electronic nicotine delivery system, vapes (per piece) — 1,400 soms.

According to the resolution, starting in 2026, prices for cigarettes and e-cigarettes will increase by 10 soms per pack, reaching at least 120 soms.

The import and use of e-cigarettes and e-cigarettes will be prohibited starting July 1 of next year. The president previously signed the corresponding law.

According to the document, violators of the ban face significant fines. For individuals, the fine is 100 times the calculated rate for using e-cigarettes, and 200 times the calculated rate for selling them. For legal entities, the fines are higher: 600 and 650 times the calculated rate, respectively.

Illegally importing e-cigarettes will also become a criminal offense. Importing significant quantities will result in correctional labor for up to a year or a fine of 1,000 to 1,200 times the calculated rate. For large and especially large quantities, the fine increases to 2,000 times the calculated rate, and the punishment may include imprisonment for up to two years.
